Keep Track Of Kamala Harris' Historic Tie-Breaking Votes


     On February 5th and March 4th, 2021, Kamala Harris cast her first three tie-breaking votes in the United States Senate, securing congressional passage of the American Rescue Plan Act. 

     On April 21st, 2021, Harris cast her fourth tie-breaking vote to confirm Colin Hackett Kahl to be Under Secretary of Defense for Policy.

     On June 22nd, 2021, Harris cast her fifth and sixth tie-breaking votes to confirm Kiran Arjandas Ahuja as Director of the Office of Personnel Management.

     On July 20th and 21st, 2021, Harris cast her seventh and eighth tie-breaking votes to confirm Jennifer Ann Abruzzo to be General Counsel of the National Labor Relations Board.

     On September 30th, 2021, Harris cast her ninth tie-breaking vote to confirm Rohit Chopra to head the Consumer Financial Protection Bureau. 

     On October 20th, 2021, Harris cast her 10th and 11th tie-breaking votes to confirm Catherine Elizabeth Lhamon to be Assistant Secretary for Civil Rights at the Department of Education.

     On November 3rd, 2021, Harris cast her 12th tie-breaking vote to confirm Jennifer Sung to serve on the U.S. Court of Appeals for the Ninth Circuit.

     On November 17th, 2021, Harris cast her 13th tie-breaking vote to confirm Brian Eddie Nelson to be Under Secretary of Treasury for Terrorism and Financial Crimes. With this vote, she broke the record set by John Adams for most tie-breaking votes ever cast by a vice president in a single year.

     On December 8th, 2021, Kamala Harris cast her 14th and 15th tie-breaking votes to confirm Rachael S. Rollins to be the U.S. Attorney for the District of Massachusetts.

     On March 30th, 2022, and May 11th, 2022, Kamala Harris cast her 16th, 19th, and 20th tie-breaking votes to confirm Alvaro M. Bedoya to the FTC, establishing a Democratic majority on the body.

     On April 5th, 2022, and May 11th, 2022, Kamala Harris cast her 17th, 21st, and 22nd tie-breaking votes to confirm Julia Ruth Gordon to be an assistant secretary of housing and urban development.

     On May 10th, 2022, Kamala Harris cast her 18th tie-breaking vote to confirm Lisa Cook to be the first black woman to serve on the Federal Reserve, establishing a Democratic majority on the body.

     On May 12th, 2022, Kamala Harris cast her 23rd tie-breaking vote to bring the nomination of Mary T. Boyle to the Consumer Product Safety Commission, which will establish a Democratic majority on the body, to the Senate floor.

     On August 6th and 7th, 2022, Kamala Harris cast her 24th, 25th, and 26th tie-breaking votes to pass the historic healthcare, climate, and tax package known as the Inflation Reduction Act of 2022.

     On February 28th, 2023, Kamala Harris cast her 27th tie-breaking vote to confirm Araceli Martinez-Olguin to the U.S. District Court for Northern California, making her the second Latina to serve in this court.

     On that same day, she cast a vote in favor of invoking cloture on the nomination of Margaret R. Guzman to be a judge in the U.S. District Court for Massachusetts with her 28th tie-breaking vote, and the next day she cast her 29th confirming Guzman as the first Latina to serve on this court. This vote tied Harris with John Adams in second place for the most tie-breaking votes ever cast by a vice president. It also brought Harris past Mike Pence in both the number of votes cast for judges and judges confirmed with said votes; Pence was the first vice president to confirm a federal judge with a tie-breaking vote.

     On June 21st, 2023, she cast her 30th tie-breaking vote to confirm Natasha C. Merle to the U.S. District Court for the Eastern District of New York, giving Harris second place in her own right and securing President Biden's 100th district court confirmation. This vote also means that a full 10 percent of all tie-breaking votes cast in U.S. history have been cast by Kamala Harris.

     On July 12th, 2023, Kamala Harris cast her 31st tie-breaking vote to help confirm notable civil rights attorney Kalpana Kotagal to the Equal Employment Opportunity Commission, giving Democrats a majority on the body and Harris a tie with slavery staunchest defender, John C. Calhoun, for the highest number of tie-breaking votes cast by a vice president.
